[SMM Hydrogen Policy Update] Hebei Province Department of Industry and Information Technology: Issues the "Notice on Carrying Out Recommendations for the 2025 Industrial Sector Green and Low-Carbon Advanced Technology and Equipment Catalog"

On September 26, 2025, the Department of Industry and Information Technology of Hebei province issued the "Notice on Carrying out the Recommendation Work for the 2025 Catalog of Green and Low-Carbon Advanced Technology Equipment in the Industrial Sector." This notice aims to implement the "Hebei Province '14th Five-Year Plan' for Industrial Green Development" and the "Implementation Plan for Carbon Peaking in the Industrial Sector of Hebei Province," accelerate the promotion and application of advanced and suitable green and low-carbon technologies and equipment in industry, and provide direction for energy conservation and carbon reduction in key industry sectors, exerting an important impact on the green and low-carbon development of the industrial sector.

The notice clarifies relevant matters such as the scope of recommendation, application conditions, and recommendation procedures, providing specific guidance and assurance for the promotion and application of green and low-carbon technology equipment in industry.

I. The Scope of Recommendation Covers Seven Major Categories of Technology Equipment

The notice is oriented towards supporting the achievement of carbon peaking and carbon neutrality, recommending superior technology equipment with multiple advantages, specifically including seven categories. First, energy-saving and carbon-reduction technologies in key industry sectors, such as process innovation and optimization technologies in industries like steel, and energy-saving and efficiency improvement technologies in areas like data centers. Second, low-carbon transition technologies for energy use, such as clean and low-carbon hydrogen production and application, renewable energy integration technologies like efficient ESS, and multi-energy efficient complementary technologies. Third, industrial carbon reduction technologies, including low-carbon raw material and fuel substitution and other low-carbon, zero-carbon, and negative-carbon technologies. Fourth, synergistic transition technologies for digitalization and greening, such as digital energy and carbon management technologies deeply integrated with various information and communication technologies. Fifth, water efficiency improvement technologies, such as the replacement of high water-consumption production processes. Sixth, comprehensive utilization technologies for industrial resources, including source reduction of industrial solid waste. Seventh, high-efficiency energy-saving equipment, i.e., industrially mass-produced equipment whose energy efficiency indicators meet or exceed the Grade 1 energy efficiency level of relevant national standards.

II. Application Conditions Specify Strict Requirements

Applicant enterprises (units) must possess independent legal person status and have no adverse records in the credit information reports published on official credit websites such as Credit China. The technology (product) applied for must comply with national and provincial relevant industrial policies, have clear intellectual property or patent technology rights, possess at least one successful application case domestically with stable operation for no less than one year, be mature and reliable with high promotion value and potential, and the product's main performance indicators must be at a leading level and already put into batch production.

III. Recommendation Process and Result Announcement Are Standardized and Transparent

The industry and information technology bureaus of each city (including Dingzhou and Xinji cities), the Industry, Technology and Data Bureau of Xiongan New Area, and relevant industry associations are required to organize relevant enterprises to apply, fill out application forms by category, conduct reviews, and recommend the best candidates. The summary forms and application materials must be sent as required to the Department of Industry and Information Technology of Hebei province (Energy Conservation and Comprehensive Utilization Division) by October 27, 2025, with electronic versions sent to the designated email address. Recommended projects will be selectively included in the "Hebei Province Green and Low-Carbon Technology Equipment Recommendation Catalog for the Industrial Sector," to be publicly released by the Provincial Department of Industry and Information Technology.
